Description
SUMMARY
Assures that agency financial transactions are carried out, recorded, and reported as required by local, state, and federal law, and as directed by the agency's Executive Director and Board of Directors. Supervises fiscal staff and fiscal office.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Be committed to agency’s Continuous Quality Improvement (CQI); Adheres to Customer Service Policy (Behavioral Expectations).

Be committed to the vision and mission of Community Progress Council, Inc.
Compiles and analyzes financial information to prepare entries to accounts, such as general ledger accounts and documenting business transactions.

Analyzes financial information detailing assets, liabilities, and capital. Prepares balance sheet, profit and loss statement, and other reports, to summarize and interpret current and projected company financial status for use by others.

Develops and implements accounting systems and accounting control procedures.

Makes recommendations regarding the accounting of reserves, assets, and expenditures.

Collects appropriate data and prepares federal, state, and local financial reports and tax returns.

Recommends to the Executive Director and Board of Directors major fiscal strategies, objectives, policies, and procedures for the agency. Once established, assures compliance with them.

Assures that a financial data processing information system is functioning effectively. This includes working with Information Technology (IT) staff to:
• evaluate hardware and software needs,
• select and purchase hardware and software,
• maintain backup systems,
• assure adequate fiscal staff/agency IS training,
• monitor the effectiveness of data processing and reporting.

Assists other managers to develop budgets, reviews budget proposals, and prepares necessary supporting documentation.

Assists other managers to develop grant proposals.

Determines depreciation rates to apply to capital assets.

Advises management on operational adjustments due to tax code revisions.

Arranges for annual audits of company financial statements and the 401K retirement plan.

Prepares reports required by regulatory agencies and other organizations as appropriate.

Maintains relations with banks and other financial institutions.

Educates agency managers on fiscal management and how to operate within the framework of existing regulations and agency policies and procedures.

Continuously evaluates each program's finances and financial activities to assure cost-effective practices, fiscal compliance with legal contracts and grants, budgetary compliance, regulatory compliance, and consistent adherence to CPC financial goals and objectives, both short term and long term.

Ensures effective, accurate and timely reporting of monthly, quarterly, and annual fiscal information as appropriate.

Completes accounting functions:
1. Prepare invoices/requests for reimbursement from funding sources.
2. Ensure that incoming funds are deposited and documented.
3. Review and approve purchase orders for the agency.
4. Maintain current Fixed Asset Ledgers.
5. Review voucher edit lists prior to posting to the General Ledger.
6. Prepare monthly General Ledger entries for accrual of all revenue
and expenses.

Participates in agency in services, meetings, and programs as directed by supervisor.

Maintains competency by participating in continuing education and by continuing professional growth.

Performs other job-related tasks as requested by the Executive Director.

SUPERVISORY RESPONSIBILITIES
Supervises multiple employees. Supervision includes: interviewing job candidates, hiring, orienting new employees, ongoing training of employees; planning, assigning, directing, and evaluating the work of employees; rewarding and disciplining employees; addressing complaints and resolving problems constructively.

Supervisors must demonstrate competent supervision of staff through:
(a) effective communication with employees, both orally and in writing,
(b) effective interaction with employees, whether individually or in groups,
(c) prompt problem recognition and prompt, constructive, and effective
problem-solving,
(d) thorough and fair evaluation of the employee's job performance with

QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Minimum of a Bachelors Degree in Accounting, and five years of related work experience, preferably in a nonprofit organization with multiple programs. The Fiscal Director should be familiar with federal, state, and local funding requirements, including indirect cost rates. Must have supervisory experience.

LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, and the general public.

MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

COMPUTER KNOWLEDGE
Experience with computerized accounting system in a network and in a windows format. Must have experience with Microsoft Excel, Word and Outlook.

OTHER REQUIREMENTS
Ability to be reached by telephone in a timely manner.
Reliable transportation for regular and timely attendance as an essential job requirement.
May be required to commence workday at different agency sites without compensation for travel time or mileage to the site and the return.
Ability to respond to change in a productive manner and handle other tasks as assigned.
Ability to work with diverse individuals.

OTHER SKILLS AND ABILITIES
Knowledgeable about taxes and all accounting terms.

CERTIFICATES, LICENSES, REGISTRATIONS
Requires Act 33 clearances prior to employment
